Can a hedge be a compliant pool barrier?

At first glance this hedge would be non-compliant as the Australian Standard does not allow hedges, trees or any shrubs as a pool barrier. However, a closer inspection of the hedge showed a 2400mm high approved lattice work acting as a boundary fence. So in this situation the hedge is compliant.
